The use of mobile phones while driving non-motor vehicles is not uncommon

After the release of the "Tianjin Road Traffic Safety Regulations" on December 1, there are often non-motor vehicle drivers who use mobile phones while riding, including making and receiving calls, brushing small videos, and brushing wechat. Although these non-motor vehicle drivers know that they cannot use mobile phones when driving motor vehicles, when asked whether they can use mobile phones when riding bicycles, nearly 50% said that they should be able to, for the reason that non-motor vehicles are not fast and will not cause much harm.

In fact, the use of mobile phones can lead to the driver's attention diversion, reaction delay, and one-handed grip will also reduce control and emergency handling ability. It takes at least 3 seconds to see the mobile phone information, if the bicycle or electric bicycle rides at a speed of 10 to 20 kilometers per hour, then 1 second can ride 3 to 6 meters, and 3 seconds "blind driving" state of about 9 meters to 18 meters, once there is an emergency in front, it is impossible to avoid the accident.

Therefore, when the general public is driving a non-motor vehicle, even if it is to make a call, it is necessary to park the car to the side of the road where the traffic is not affected, and do not pick up a mobile phone or browse electronic products while riding a bike.

The maximum penalty under the new rules is 50 yuan

Article 43 of the Provisions on Road Traffic Safety of Tianjin Municipality, which came into effect on January 1, 2021, stipulates that when non-motor vehicles pass on the road, the driver shall not carry out any behavior that interferes with road traffic safety such as browsing electronic devices, hand-held answering and making phone calls; Article 56: If a driver drives a non-motor vehicle to pass on the road, carries out the act of browsing electronic devices, answering or making telephone calls in his hand, etc., which impedes road traffic safety, the traffic administrative department of the public security organ shall give a warning or impose a fine of 50 yuan.

Once again, the majority of drivers are reminded that although non-motor vehicles are slower than motor vehicles, they are also prone to accidents due to their distracted response or weak single-handed grip control. Moreover, compared with motor vehicles, non-motor vehicles lack the protection of the body for the driver and passenger, and are more likely to cause more serious injuries.
